I have the honour to acknowledge

the receipt of your Despatch No. 80 of 22nd. March, and in

reply to state that I have no objection to offer to the

proposals contained therein provided that Hongkong Stamps

are not demonetized at the Agencies within a period of less

than one year from the date of commencement of the new

issue.

I would suggest as an alternative

method of accounting which would be at once simpler and

would avoid the complication of Military Contribution that

the cost price of the stamps might be debited direct by the

Crown Agents to the General Post Office in London.
